As at Chicago, Cohen’s academic work was exemplary. His lowest grade was a 75 in Roman law (75 and higher being an A); his highest was an 81 from Frankfurter. Frankfurter was a dozen years older than Cohen, and the future justice was just beginning a career that would take him to the heights of academic and political life. Born in Vienna, he had arrived in the United States a month before Cohen was born. After a series of fits and starts, Frankfurter decided to attend Harvard Law School, enrolling in 1903.

The American representative to the council, Secretary of State Robert Lansing, followed with a few questions designed to make it clear that the establishment of a ‘‘Jewish National Home’’ did not equate to an ‘‘autonomous Jewish Government,’’ and the Zionists left. There was no formal resolution of the Palestine question, but two days later André Tardieu, the French ambassador to the United States, announced that the major powers had decided in favor of Great Britain as the mandatory power for Palestine.

His ‘‘deep conviction of cruel wrong to Brandeis,’’ he wrote, was no mere expression of ‘‘racial particularity,’’ she explained. ‘‘I feel even more strongly against Jewish self-seekers . . than their Gentile analogues. ’’ 22 Still, Frankfurter was not completely cut off from his cultural heritage. In fact it may have been the controversy over Brandeis—in the spring of 1916, during Cohen’s year at the law school—that first heightened his sense of Jewish identity.
